Ted Toon has over 20 years of experience innovating and leading federal policy and programs at the intersection of buildings, housing, finance, and climate. He spent more than 20 years with HUD, in various roles including Directing FHA’s multifamily mortgage division, designing and implementing the Green Retrofit Program, and running the Office of Recapitalization and the RAD program. Ted has served in two White House roles, as a Senior Advisor at OMB on climate resilience in the residential sector under the Obama Administation, and until recently as Director for Building Emissions at the Council on Environmental Quality. Ted joined EPA early this year to help design and implement the Greenhouse Gas Reduction Fund, the new Inflation Reduction Act program. He earned undergraduate degrees in Environmental Design, and Business from the University of Colorado, Boulder, and a Master’s in Real Estate from M.I.T..
